I think it actually is, as the system updates firmwares did say U or EU at the end
But why a R4 though? NDSi is possible to homebrew and do everything an R4 can but native and better. Just the need of an SD card. Definetly cheaper.

You install cfw on your DSi through an SD card and launch it to use .NDS files just like you would on a R4, but with no performance issues (you have to settup some settings but that's it) and not affecting battery life.
I also recommend this web page to find some really useful apps like for example playing GBA games.
