World of Padman: Freeware shooter based on the Q3A engine, made by ENTE (PadMaps for Q3A) and a bunch of other people. Cartoony art-style, with every map being a rats-style map
I'm surprised no one posted this yet. This guy is an indie game developer. He basically makes all the games by himself with only the music being made by his friend, iirc.

Someone coughed out the name earlier, but seriously: CDRomance. It's been my go-to for roms, and it's constantly being added to (their mod/owner(?) Spike does work). Grabbed thousands of games there over a few weeks, some of the smaller console libraries they host are complete collections. And there's plenty of hosting for undubs, translated titles, and even some good romhacks. No download timers, minimal ads, screenshots to preview usually, and the download speed is acceptable.

The sister sites also roms for old fantasy games and also pirated 90s anime. https://aeongenesis.net/ has a bunch of roms for old games, and you can usually find the translation on https://www.romhacking.net/. Honestly, I'm surprised nobody has mentioned romhacking, it's literally where I get all the translations for the roms I download.
