It is not needed at all, there are merely some familiar faces from undertale but Deltarune is its own game with its own stories and characters
I do recommend playing Undertale because I liked it though hehe

| Persona 3 takes place in 2009. Persona 4 is 2011 and iirc Persona 5 is 2016, so that's a bit ahead of what you want.
The World Ends With You is definitely set in 2000s, flip phones and all. I think the sequel is set only a few years after but it does feel more modern.

The Trauma Center series in general don't have year listed afaik, but the setting feels very 2000s. It's more obvious with Trauma Team, since it has more scenes outside of the hospital.

The .Hack games Have a similar thing, but also they have a fake 2000s era gaming forum
Ik that it was kinda trend on the ps2 to have UI that mimicked how computer software looked back then,if that's your thing, you can sift though there.
