Looking at the authors timeline on Twitter it's probably safe to say this is the case.

Maybe I should elaborate. I like the idea. I like her conceptually. I like a cyberpunk dystopia where that's a thing. That's a good concept and story idea
But due how the game is, yk, just talking to lots of different people for smaller periods at a time, it never gets explored in depth. It doesn't go further than just "yeah this is a thing that exists", when in my opinion you shouldn't try to take on a concept like that unless you're prepared to make it nuanced

| the point listed in the art book was to have an upbeat chipper sex worker who liked her job and wasn't suffering for it, in part because there basically aren't any happy sex worker characters in media. Her being a loli (listed as physically 13 years old) probably does have an element of commentary on the tastes in glitch city but honestly I think the devs just aren't bothered by the concept.
Any issues she has are external and not "boohoo sex is actually bad y'all :("

It's two consenting well-informed adults, that is the start and end of the discussion. There's not actually anything wrong there morally and I think people trying to turn it into something wrong are just telling on themselves.

"Older than she looks" is the oldest, cheapest excuse in the book for character designers to try and get away with sexualizing the bodies of children, and the sheer degree of unmitigated gleeful enthusiasm with which this character's sexuality is presented honestly makes me sick.
