I don't know what you mean by "otaku culture" really, and how you want get in it.. I think that you can really easily join it just by few interests.. I think that you are in otaku culture or you are out of it.. I doubt that is here anything between xd Maybe you can try look for "akibe-kei"? Learn about Japan?
What specifically do you mean by "get more into otaku culture?" Any example would being helpful

Honestly is hard to imagine that you doesn't have any kind of animecon.. i feel that people didn't try to watch anime here (in my country) in lockdown xd i would guess that numbers here are+- same.. but mainstream anime are good starter for recommending something better for sure ^^

animecon is still rare outside of big cities, and tbh it's kind of shit, full of cosplayers with free hugs and overpriced anime merch. And it's obviously only mainstream content

2 (in past 3 before cancellation) was organised in capital city, and one largest one is organised in second largest city.. (but i take train to get there..)
fan fact: cancelled animecon was organised by same people what are organising other animecon (which is still active and i'm visiting), they just gived up of it because it is difficult to organise them, and they said that organise one con is enough for them

I don't know how it looks like when it comes to anime things at your place. If animecons won't work, there are no anime-themed meetings... Maybe looking for an online community near your place could do or a general one in your country if exists?
