| Abusing animals at a young age is an extremely serious warning sign, but maybe she legit didn't know any better. Ask her why she did it, and make sure she knows why hurting pets is very very wrong. Get a responsible adult to handle this if you aren't one.

| The ones here who claim she's a psychopath or needs help don't understand that child cruelty is natural and needs to be punished by giving kids a proper lesson on animal abuse and how destructive power is not welcome in society.
This is a common problem and can be dealt with foster. Tell her how the cat will die and you can just as easily take her life, but you will not as nobody has a right to willingfully take someone's life.
