A friend of mine has a little sister that's struggling with drugs. He really cares about her, he's not in a good place rn and I want to help. Apparently she does weed, xanax and cocaine. It's bad. How do I approach this?

Get a professional to help instead of asking danger/u/.
In what way is she struggling btw? Is she addicted to any of the drugs?
She's pobably not addicted to cocaine since maintaining a cocaine addiction is extremely expensive. We're talking in numbers of $450–$1,200/day for long term addicts.
Weed isn't habit-forming so if she's addicted to that it's a psychological problem, for example depression.
Xanax is both cheap and habit-forming on the other hand. Dunno much about it.
Proffesional help is the best way to help with drug problems. Weed isn't bad if she's not addicted, but if she is that's a problem. Cocaine is fucked. Xanax is fucked.
The best advice I could give is to help your friend get her to therapy or rehab depending on what here drug abuse is like. If she's taking a lot of drugs there's most likely a reason for it, like mental issues for example. So getting her proffesional help and supporting her through that is integral.
