But calling someone who's not xenophobe a xenophobe might be xenophobic depending why you're calling them that.

I don't think criticising someone from another culture is xenophobic if it's actually based on their actions (though it still might not be the best way to understand them). Being like 'all those <nationality> are so xenophobic' or assuming it just based on that would be though
