Why doesn't reddit completely get rid of quarantined subreddits?

Kinda random I know but I feel like they should get rid of these subreddits entirely. Like damn I just went and randomly saw that someone posted in a quarantined sub so I say eh might as well check out the sub and then I read the most fucked up thing ever like wtf how is reddit different from some sleazy deepweb website when they are keeping some crazy communities around?

But still even /new/ has some moderate pruning to keep things from getting crazy.
Lemme give y'all some keyword hints to what I read:
Whole family, Alabama, pregnant daughter ( over 18), Who is the father?, I know this is wrong but it feels kinda good says the person who wrote it all, no common sense, new Colt family?, mom, dad, sister, brother (possibly under age).
