The federal Regulation E protection isn't as strong here as it would be for an unauthorized debit, but “merchandise/services not received” is an expressly recognized card dispute category, and a pizza delivery that never arrived is about as straightforward an example of that category as you can get.

I did finally put an order in for my preferred needle gauge so that should help in the future
