Well the thing is with some effort I could murder one corrupt statesman before the manhunt is on and that's not good enough imo since there's at least 8 people in my local area that I have my sights on. With guns I could maybe take out 1-3 at their job. With guns and explosives to open doors I can maybe take out more on Wednesdays but not the bosses. Once you actually stop larping and start planning then things becomes more nuanced than "hurr durr address book".
