yep that's unfortunately very common.
hikarichan doesn't seem to be cp-laden from what i've seen (it's just seems generally cozy and touhou themed) but it's really hit or miss with a lot of boards.
try and steer clear of /pol/ and /new/ subboards to avoid the political bullshit.
as for cp, that's kinda like russian roullete (7chan has actual cp on some of the site banners for example).
