Welfare is a good thing but not inherently left-wing. Right-wing policy provides welfare too from time to time, to secure the status quo. In germany for example, general public health insurance was introduced by rightist government as part of their "anti-socialist" laws.
Maybe the spammer is some kiddo living well pampered in a conservative nuclear middle or upper class family, who gained their wealth through exploitation.
