That's correct. Anyone can encrypt their text with this public key but only the holder of the private key can decrypt it into readable text.

| That's an OpenSSH public key, you would use that to connect to an OpenSSH server by using public/private key method.
I bet that g/u/rl uses linux and just threw that on danger.u to transfer the key to another device or something. Danger.u would be safer than pastebin because less people use it overall.
