Domestic cats will no longer be a "natural" element of Japan's ecosystem. The Ministry of the Environment has added this species to the list of alien species in Japan. Presence in this database means that the owner of the cat appropriate permission to keep it at home. Cat owners must apply and receive such permits until the 3rd of March, 2026 or risk fines of upwards of 1 million yen and surrender of their pet. 1/2

While good un theory it must be extremely hard to maintain and enforce especially with the amount of strays
