You can't join if you have unresolved international conflicts and Russia will probably start some shit again if Ukraine gets closer to joining.

Russia occupied the crimea to keep their access to the Mediterranean Sea, since the russian puppet government in ukraine was replaced by an US puppet government.
Neither Russia nor the USA or even the EU care about democracy or the well being of ukrainian people.
