I mean, it's a country that produces many weapons and great part of the military "aesthetic" from today is basically exported from there. Is it related with the USSR period or something?

Russia was one of the imperial powers in europe: France, Germany (basically Prussia), United Kingdom (basically England), Spain the Ottoman Empire
The last two lost meaning while Austria-Hungary and Italy became important instead.
Russia played a major role in shaping the (geo)political landscape in the era of imperialism. With WW1 and the collapse of the monarchy in russia the new revolutionary communists somehow continued russian imperialism, but disguised as anti-imperialism.

Imperialism is tightly connected to militarism. Not only russia, but also the other european imperial powers are culturally heavy influenced by the military. The military also played an increasing role in the USA on its way to a imperial superpower. The same process you can see in China in the last decades: A slowly but also accelerated increase of societies militarization.

A strong military is only necessary for two reasons: - hegemonial geopolitical/economical interests. - defense against geopolitical/economical interests. Not every dictatorship is seeking to become a geopolitical/economical superpower and not every dictatorship is threatened by those who are.
