I'm a Serb, not one from Belgrade. But this still seems so typical for those in the capital and other big cities like Niš or Novi Sad.
Corruption is a "public secret" and people just accept it as how it is cause the politics of the region are too complex due to too many parties that are basically the same shit.
I'll admit that Christmas decorations in a poverty stuck city is kinda cyberpunkish. Future cyberpunk writers, you have quite the town to visit/base your writings on!
