Yes!! Also poor people who can’t afford to have kids, which basically gets the worst religious people too. Really, there should be sterilization at birth with a fee to turn it off. Would also prevent unintended pregnancies. For men, this could be achieved cheaply, and easily be reversed in the worst case by taking sperm directly from the balls and doing IVF. More difficult for women unfortunately, but I’m sure there are ideas. Unplanned fertility is a footgun.

While not mandatory, racism is a very common option/practice used by fascists. Clerical fascism, red painted fascism like stalinism/maoism and neoliberal/libertarian fascism are exceptions that did not make use of racism - at least not directly/officially. However, there still was structural racism and some opportunistic exploitation of it which is a difference to openly/convinced racism. You see this still a lot in todays "liberal" societies.
