I don't see a globally dropping birthrate necessarily as an issue. It could even be a change. On a local level however, it can cause a lot of problems, but they can be solved.
Population development policy is always a long-term project. It won't solve current problems, and probably not even problems that come up in decades.
Current politics and economics only thinks in legislature periods or even worse in quarterly figures. China is probably an exception here.
