| Instead of getting him into jail or focusing on punishment/ punitive justice, wouldn't it be better to re-educate him and rehabilitate him?

That's what Canadian jails are for. Rehabilitation. Either he can behave or he can't and if he can't and is a danger to Canada then he should stay locked in for our safety.
