the game mechanics are called Visual Novel or VN. It's probably one of the oldest game mechanics in videogame history.
In this kind of game the level design is not as important as the character design. And in my childhood 25-30fps was the standard for any kind of electronic motion pictures. There is no need for 60+ fps in a non-competitive game and for casual players.
