Thanks for pointing out the discrepancy OP. After comparing the rules, I've interpreted it this way:
Porn isn't allowed on /a/, and has never been. But loli/shotacon can be discussed on /d/, although it rarely is. Linking to any form of CP is always verboten, regardless of the source.

The sitewide notice was put in place because originally, there were a couple "openly pedophile" users here who just wanted to "exist." The problem is, just discussing their pedophilia almost always lead to the posting of certain wikis and onion links which became a serious liability.
This is distinct from, for example, posting nhentai codes. The two kinds of people aren't the same- and while loli/shota content is banned in mixed locations, real life child abuse is universally banned and reviled everywhere on Earth.
