I know for a fact that websites like nhentai have been reported to the FBI for hosting loli content. That site is still up. FBI won't care unless they get a bunch of complaints. Even then, it'll go to court since lolicon isn't illegal (federally) as long as it doesn't violate the miller obscenity test.
