The creator of the cartoon said it’s not, and it isn’t. Anime is animation made in Japan while this was made elsewhere. Also it was shown on Nickelodeon, a channel for kids cartoons.

Really what matters is being able to accurately describe things, so if you say "it's like a western anime" you'd be good but if you say "it's an anime" it's misleading because anime is expected to originate from Japan and it's an American show

Cultural connotation is important too. The West tends to make a distinction between western cartoons and Japanese cartoons. In Japan, all cartoons are called anime. To Japan, Disney's Frozen is as much of an anime as Dragon Ball is. It's all animation.
I think the more interesting questions revolve around the what and the why. What are the distinguishing elements, and why does that matter? If you can't identify the stylistic difference, what then? How arbitrary is the terminology?

In the past it was a good identifier because globalization wasn't big, but today the world is too connected to have something as the contry of origin be the determinant factor. What if it was made in japan by a team full of foreigners? What if it was made in the US by a team of Japanese? What if it's a western show dubbed over japan with significant changes to the script. Would that make it anime? I say if it looks anime, then it is.

Take Dr Stone or Platinum End for example. They are anime (from manga) about science and philosophy of life respectively, but they still try to flash a girls butt every 5 minutes. It is therefore evidently and patently principal for every anime to be titillating. I'm not accepting any objections.

Ever heard of Totally Spies? That one is a cartoon, and every episode focused on a different fetish.
Now let's look at Ranking of Kings, or Attack on Titans. Those two have no fanservice so far (unless you consider Titans "naked").
It is true that Japan lets media get away with sexual exposure more freely, I'm not debating that. But you could still have some foreign shows look the same and "not be anime." >>836115

Also to add more superficial definitions: anime are always in 720p or lower, and has bad framerate, especially noticeable when it has 3DCG. Only western cartoon produce anything in 1080p 60 fps because they don't use outdated proprietary tools from the 1980s.

Is there a difference between anime and cartoon? Like sure American cartoons tend to lean on comedy except when they don't. So have amazing plotlines like anime... If it all comes down to style and artwork where does that lead Avatar? A cartoon that looks like an anime?

Back in the days the distinction was much clearer: you have to pirate to watch anime.

If it is good and you enjoy watching it, then just watch it. There is a community of people in their 30's watching a pony show made for little girls.
I don't see anything wrong to enjoy a shows made not for your demographics as long as you have the passion to show people why you watch those. Heck, sometimes people watch stuff just to relax/decompress from work/IRL things and I don't think anyone can judge that.

When it comes to discussions, I don't think people nitpick that hard whan having IRL conversation, it is the online forums that goes "achually that's not an anime"
But if you want to be safe, then just refer to the safest criteria and look if it first aired in japanese tv with japanese dub or not. There will be exceptions, but most tv anime will be first aired in japanese tv with japanese dub.
