the entire point of reading steiner is that it makes the holder an exception. the worldline divergence is the cause, reading steiner is the effect. No divergence, no instance of steiner.

No, a really powerful organization like SERN have great influence on worldlines and the time itself yet the universe functions properly. Being able to merely observe the divergence of the worldline isnt that significant compared to the capabilities of SERN
