ID collision can already happen in /burg/, a person on a thread can have the ID of someone else in the same thread. The ID is randomly generated anyway, and it doesn't matter if we reuse them.
Or maybe it's all a conspiracy, who knows.

Each thread has its own id doesn’t it? It’s not like each Id is unique

IDs are calculated as substr(sha256(concat(post_id, ip)), 6).
It basically just generates 6 random hex digits, which will be the same digits for the same thread id and ip address. It doesn't make any guarentee of uniqueness accross the site.
