I'll have to use a notebook from 2009 that has a Core 2 Duo T9400, 4GB DDR2 RAM and a HDD. Contemplating whether I should stick to Windows 7 or try something different. I tried a fair amount of Linux distros in the past and they work poorly on HDDs. I also consider investing in an SSD and see how W10 LTSC performs, but that's not my main priority.

A 2009 hdd is most likely nightmare to use... so if you can put an ssd it would be a life changer...
4Go is very low for w10 but usable..
As for Linux have you tried Mint, the just works easyily distro, and Lubuntu the low ram distro ?

Just try Puppy Linux. What are you going to use the laptop for? If you need to use a web browser only, Windows 7 will do fine and it will run the latest version of firefox just fine.
