Manjaro. I haven't used Mint, but Debian made installing any version of software more recent than 6 months an absurd pain in the ass.

I used anything debian based because apt was easy to pickup
Arch based things scare me because I can't remember all the switches I need for pacman

You only need a handful and ask google for the others when necessary. The most common are: -Syu --> update everything -S [package name] --> install AND reinstall [package] -Qq > file.txt --> save an alphabetical list of every currently installed package. Quite useful for backups sudo paccache -r --> clear pacmans cache. Pacman never deletes outdated packet versions...

... and paccache deletes all but the three most up tu date versions of each. aditionally use -k [number] to keep the [number] most recent versions.

I would recommend KDE neon over mint, if you insist on debian-based distribution. But Manjaro with KDE is also great, once you are familiar with pacman and pamac.

Just looked at the man page because -y was confusing, long arg is --refresh So I assume they added (-r --root) first or they thought it was more important than refresh?

PopOS is a gimmick os that got popular because LTT tried to install it as a 'gaming' os because that's what it said on the buzzfeed article.
Use Linux mint, the cinnamon version. It's easy to install, supports secure boot better than most other operating systems, is fast, and has a variety of themepacks made for it.
Check out https://b00merang.weebly.com/ to get themes from other operating systems. I recommend installing the windows 10 icon pack if you're switching from windows.
