Are there any options that are decent and don't phone home? The only kit I've found so far that I'm reasonably confident isn't phoning home is freemesh, and the videos/comments I've seen about it say it's really slow due to hardware limitations.

Get a couple of routers that can support DD-WRT/OpenWRT, set all your APs to the same SSID and have them all on the same subnet.
If you want something less hacky, ASUS routers are mesh capable (AiMesh) and can run Merlin. https://www.asuswrt-merlin.net/
