Anyone know what the down sides are because it seems odd they're just giving away a vps I can host my website and VPN on

It is an extension. You still need to create a trial account (with a new e-mail, phone number, credit card) but beyond the trial you will continue to have access to some free service, forever. You need to access the free service at least every 3 months or it can be removed.
What Oracle is offering as “Always Free” is tiny. It’s almost certain that you’ll exceed its offering. Oracle’s solution only provides 1/8th of an OCPU; 1/8th of a virtual processor isn’t much of a deal.

An OCPU is defined as the CPU capacity equivalent of one physical core of an Intel Xeon processor with hyper threading enabled, or one physical core of an Oracle SPARC processor.
Cynically, I wonder if Oracle has launched these “Always Free” products as another way of artificially enhancing its figures of Cloud adoption (which is at least more ethical than how it has been doing this to date).
Or it’s a PR sample (arguably) large enough to taste, but not sustain you.
