I mean, depends on how retro and how you define modern day. But they definitely make HDMI to RCA adapters (I've only seen active ones though). I think the new Windowses still have 640x$foo legacy modes and will operate there but you'll need to check that out yourself. Worst case there's Linux.

Yes you can basically everything is designed to be backwards compatible to a ridiculous extent on PC hardware
CPU for example Modern CPUs run in 64 bit "long mode" and can toggle down to 32 bit to run old programs while in this mode. But did you know if you start up in 32 bit mode you can still toggle down into legacy 16 bit mode which is what dos ran on.
