The obsecure ones I found and really like are Instant cytron (early 2000s japanese twee/jazzy/indie/shibuya-kei), you can't find their stuffs on spotify (due to reg lock probably), there are uploads of their albums on youtube but not so many view/comments on them. Three berry icecream also with quite the same vibe, but their compilation album is available on spotify.
