Things aren't as they seem...

Some kind of armed group acting up? These guys look like pros, not some shadow runner group. The investigation didn't go deep into it at all, they just concluded that it was a drug brewing fuck-up by the hobo from the leftover equipment in the fire. There was a local independent lab that tried to do some tests on it, but the results got wiped.
Another thing, the resident record of the dead guy also got wiped, you can't find the record anywhere.

Back again, got another scoop. The body in the fire, that's not the actual resident in the room. Got somebody to sneak out the body and run DNA plus ID on it. It's a homeless man dude picked off the streets. Don't know who the actual resident was.

This shit just got interesting...
