Ok but seriously, whatever solution wr come up with, cannot include "just kill them." That's simply impractical on... multiple levels.
I still think convincing the Quincy government to make augmentations mandatory will be our best bet. The White Knights might be gone but just about anyone who's someone in politics has a hard on for hardware tracking and group think, which... would be an easy way to track literally illegal aliens.

Those in power *do* care- but only as long as the situation benefits them. Since four years ago there's been a steady stream of these "luddites" and the Office of Immigration has long since stopped trying to get them to register. 5) Begin a grass roots movement targeting the densest areas of "unregistered immigrants" educating them on the benefits of human augmentation, resocializing inherently hostile or bigoted cult belief systems, and offering government-subsidized upgrades in return for a integration into in demand industries, such as those found in the heavy manufacturing and healthcare industries.
6) ship them all to Chapel-3 which is already a slum anyway
7) Mass incarceration to determine the exact details for their supposed immunity to the Organic-Nanite Type 9 Techno virus so that their unique physiology may better benefit the city's majority inhabitants at large.
