What's up with the flooded district?

They tried a thing that cured cancer, but only in cats, and made them glow in the dark.

We've also had issues with someone slinging fire from their hands, but that was a girl with huge twintails and the fire was just superheated carbon rods. Wonder where she is now... -Oenone

| I was going there to pick a fight and when I was about to cross the border some weird bloodied cats showed up out of nowhere and bit my arm, then some stranger started blasting fireballs from his(her?) hands and ruined my hair and almost killed me!
My poor hair...
Oh yeah and the arm that was bitten started glowing in the dark, it's kinda cool
